The Change of Attitudes towards Welfare according to the Experience of receiving the Basic Pension

Abstract
This study aims to examine the effect of a quasi-universal cash transfer scheme on the welfare attitudes by analyzing elderlies` attitudes change after receiving the basic pension. We compared the recipients and nonrecipients of the basic pension using DID method combined with PSM, a quasi-experimental analysis method for comparison. The results are following. Firstly, the experience of receiving benefits increases general support for the welfare state and redistributive programs in part. Secondly, the effect of the basic pension on recipients` welfare attitudes is stronger towards specific welfare programs related to the old than general public welfare. Thirdly, the experience of receiving the basic pension helps to promote a more positive view of universal welfare programs. These results confirm that the experience of receiving the basic pension effects on the attitudes towards specific programs related to self-interests primarily. To some degree, furthermore, it also influences on the positive perception of the public welfare generally. They also suggest the importance of the experience of welfare programs by approving positive attitudes toward universal social policy among the basic pension recipients.
